It was then reintroduced as HB 133 in February of 2021. There was not a lot of contention to the bill and he had a smooth path for it passing in both the house and the senate. There was a time when the bill was rejected by a count of 32-28, but after modifications were made, four conservatives changed their minds. 

The biggest oppositions were to retail sportsbooks like casinos, which will not be allowed in the state, and to gambling addiction.

Here is a more in-depth look at how and when sports betting became legal in Wyoming and some of the struggles that it originally had. It wasn’t the most difficult legislation to pass, making sports betting legal in Wyoming. 

  • February 14, 2020 – Representative Tom Walters introduces Wyoming’s first attempt at a sports betting bill, it was voted down 27-32-1. 
  • March 2020-January 2021 – Representative Walters started to lobby and gain support for the bill. He needed to change the minds of just a few conservatives who turned it down.  
  • February 24, 2021 – HB 133 is introduced in the Wyoming House of Representatives. 
  • March 10, 2021 – HB 133 passes the Wyoming House after a reconsideration vote. The bill just needed to be passed by the Wyoming senate. 
  • March 29, 2021 –  HB 133 passes the Wyoming Senate. 
  • April 5, 2021 – Governor signed HB 133 into law. July 15, 2021 – Wyoming Gaming Commission publishes licensing and application procedures for sportsbook operators. 
  • September 1, 2021 – Sports betting goes live in Wyoming by this date.
